In most cases yes. Nothing was changed. Even cowb can be looted.

So basically if you farm for the items above ^, you can earn 10s of millions even if you are low level. Because those are the Catalyst for Best in Slot Accessories at level 60.

Actually, some players does that. They dont do super hardcore in leveling but just farming those accessories and selling them.
